The golf courses in the earlier years, didn't have particularly 18 holes. The variety included 11, 22, 24, etc. In the earlier centuries, this ball game was played in 11 holes, each hole twice. But after a couple of centuries, two holes were thought to be too short so they were just removed. That's why now a days the game is of 18 holes(9 holes each twice).
